This is BlueJacket's Ensign Skillbuilder-level kit (K1022), a solid-hull carved construction aimed at first-time builders but enjoyable for all skill levels. The kit is a complete package including all parts needed to finish the model in one box, and an optional paint kit is offered containing thinner, clear primer, flat white, and several named paint colors. Finished length is 14-7/8 inches at 3/8"=1' (1:32) scale.
